I've solved the error, it wasn't a bug. Thanks to the cups error_log with LogLevel=debug I found what was wrong. I'm terribly sorry for my wrong bug report. This error occured because of missing fonts. Cups didn't find the fonts in the directory /usr/share/cups/fonts/FreeMono.ttf because they weren't installed. I set up a symlink from /usr/share/fonts/truetype/freefont/FreeMono.ttf to /usr/share/cups/fonts/FreeMono.ttf and everything works.
