I never used wubi and can not help you.

As a workaround, you could download on Windows-XP the Iso image of
Ubuntu, from ubuntu web site, and better from a P2P torrent, and burn
this Iso into a CD-W.

And then install Ubuntu from this CD. The first step of installation use
very few the network, and you get 90% of today Ubuntu. And a working
operating system. And after in a second step, you'll only  have to
download the update since ISO building.
