I never used wubi and can not help you. As a workaround, you could download on Windows-XP the Iso image of Ubuntu, from ubuntu web site, and better from a P2P torrent, and burn this Iso into a CD-W.
And then install Ubuntu from this CD. The first step of installation use very few the network, and you get 90% of today Ubuntu. And a working operating system.
