I have the exact same error after upgrading from 8.10 to 9.04 on my Dell Vostro 
1310 laptop.
Every time I boot the machine, when the power cord has been disconnected, I am 
unable to login due to a non-responsive keyboard at the login screen. I can 
always succeed restarting the machine using an USB mouse, and the login screen 
always works after these warm reboots.
I have tried once booting up on kernel 2.6.27-11-generic and it worked. I will 
continue testing on this then, as it is quite annoying with all these reboots.
As of now I do regret upgrading to 9.04, the older version worked better for me 
- but I still love Ubuntu.
