Confirm on Kubuntu 9.04 with KDE 4.2.2 and Kmail Version 1.11.2. Ordering of accounts and folders didn't saved and after restart application - resets to default.
In list settings (right click on list header columns) changing "Sort Items" to "Automatically" and back to "Manually" didn't help.
