Every time I copy something to USB storage devices or anything that produces system CPU usage like file system encryption every process manager shows 100% CPU usage but the cpu uses still the lowest frequency. The highest frequency is only used on high user cpu usage like zipping or something like that. It happens on every system I have used until now which was capable of scaling frequency. It has nothing to do with powernowd since it happens with the kernel ondemand governor too. It seems to be a generic kernel problem since the vanilla kernel has the same problem.
