In case you make any interesting findings, please report - as stated above I have the impression that the file panel-toplevel.c is a good starting point to study the behavior of the panel, but as the code is next to undocumented, it is quite difficult to understand it at first sight, especially with next to none GTK programming experience... But I'll try to find out more as time permits.
