Binary package hint: perl

Pod::Usage invokes /usr/bin/perldoc to provide verbose usage
information. If the perl-doc package is not installed, this does not
work ("You must install the perl-doc package to use this program").

I'd like to suggest that the perl package includes a functioning version of 
perldoc, which produces a warning if:
  1. perl-doc is not installed, and
  2. the requested documentation was not found.
For example:

$ perldoc perlfunc
No documentation found for "perlfunc".
The perl-doc package contains the main set of documentation for perl, but it is 
not installed.
