I also have the same problem. When trying to install sun-java6-jre, KPackakeKit downloads the packages, and before installing them, it probably tries to display the license, but fails. The error message is: sun-dlj-v1-1 license could not be presented try 'dpkg-reconfigure debconf' to select a frontend other than noninteractive

My computer runs KUbuntu 9.04. 2. I restarted KPackageKit between each change in frontend. 3. I answered the default answer for the second question that `sudo dpkg-reconfigure debconf` displayed.
