I have this same issue. I'm on a Dell Inspiron 4150 w/ Mobile Radeon 7500. No effect at all with the fn+up fn+dn to change brightness. I also notice that if I start on battery, it starts dim, but when I plug in , it doesn't brighten. When I plug in and unplug, the brightness adjustment icon displays in the middle of the screen, and shows either half or full brightness on the indicator, but the actual LCD brightness is unchanged. The brightness icon and indicator in the middle of the screen does not appear with the fn+up, fn+dn. Nothing happens at all in this case.
I have Ubuntu 9.04 now, but had the same issues with 8.04. There doesn't seem to be very good support for the Mobility 7500 vid card, so maybe this is part of the issue? Also, I have only been running Ubuntu for about a month, so I'm pretty new to this stuff, but so far, everything else seems to be working alright! Any insight appreciated.
