If I understand this correctly, you disabled "Automatically give focus
to newly created windows", expecting the system to give the new window
focus? Does disabled mean unchecked?

I think that if the window is to be brought to the front on opening, it
must have focus. That is the expected behaviour of the system. Any
window that does not receive focus does not open on top of any other
window.

If a window opens with focus with "Automatically give focus to newly
created windows" disabled (unchecked), the option is not working because
you have explicitly told it not to give focus.
