I just perused through the installation forums for possible help and noticed that one guy didn't get the above error when he inserted the installation CD prior to trying to activate the driver. I tried that and it worked! The Driver screen let me activate the NVidia driver.
Hope this helps others as a workaround. Definitely a bug though - in 8.10 I never had to insert a disk!
