Public bug reported:

I had installed Ubuntu 9.04 and have a problem with high cpu and can't get the
screen in the right resolution.
I think this problem is caused by the videocard driver but I don't know for
sure.
I had tried Ubuntu 9.04 (32 bit), Ubuntu 9.04 (64 bit) and Kubuntu 9.04 (32
bit) and all the versions had a problem with the screen.
Only with Ubuntu 9.04 (32 bit) and Ubuntu 9.04 (64 bit) the cpu get real high
and it looks like if the computer is crashing.
With Kubuntu 9.04 (32 bit) the screen turns black and you only see the mouse
pointer on the screen but you can move the mouse pointer, this happens after
turning on the effects.
I uninstall Ubuntu from the computer because I can't work with it this way.

I have a ATI 3850 HD Radeon videocard.
Below I have some extra output:
@desktop:~$ lspci | grep VGA
01:00.0 VGA compatible controller: ATI Technologies Inc RV670PRO [Radeon HD
3850]
@desktop:~$ cat /etc/X11/xorg.conf | grep -i driver
    Driver    "fglrx"
@desktop:~$ cat /var/log/Xorg0.log | grep EE
cat: /var/log/Xorg0.log: Bestand of map bestaat niet
@desktop:~$ glxinfo | grep direct
direct rendering: Yes
@desktop:~$ fglrxinfo
display: :0.0  screen: 0
OpenGL vendor string: ATI Technologies Inc.
OpenGL renderer string: ATI Radeon HD 3850
OpenGL version string: 2.1.8575

Also a few screenshots from the high cpu etc. that is caused by this problem:
