Looks like a duplicate of Bug# 264769 even though the hardware ID's don't seem to match.

This is a funny bug, because I can get it to work properly by running xfix, changing the following in my xorg.conf: Driver "sis" Option "UseFBDev" "true" and then it works for one boot. Once I reboot I get the blue static/snow once again. Until I'm told, I'll keep using vesa.
