Public bug reported:

I am running Jaunty/Kubuntu 9.04 beta and notice that the screen
flickers under various conditions.  One way to reproduce this is to go
to the menu bar (i.e. "File", "Edit", etc.) of a Dolphin, Firefox, or
other app window and click to open the pull-down menu (might be worse if
app window is maximized).  Now, move the mouse rapidly back-and-forth
between different menu bar options (i.e. "File", "Edit", "Help", etc.)
so that the pull-down menu opens for each menu bar option.  On my
system, this causing the flickering.  Other things cause it, too, but
this seems to reproduce the issue well for me.  If "Desktop Effects" are
disabled in System Settings, the flickering goes away.  I do not have
Compiz installed, so I think it is just the KDE 4.2.2 built-in effects.

This is pretty annoying.  Anybody else see notice this?  I just recently
installed 9.04, but I think it may have started after an update.

System info:  1) AMD 64-bit, 2) Nvidia GeForce 7800 GTX, 3) Nvidia
180.44 drivers, 4) KDE 4.2.2

Previously, I had Kubutnu 8.10 installed with Nvidia 173 drivers and
never noticed this.
