Public bug reported: Problem exists on Jaunty; did not have the problem with intrepid.
Network manager only "sees" wireless networks every third or fourth boot. IBM T41 with: AIRONET Wireless Communications Cisco Aironet Wireless 802.11b Steps to reproduce: reboot machine. Sometimes network manager lists the local networks, sometimes it does not. As a work around, I just keep rebooting until the networks are shown; other machines consistently see the networks.
