I'm very glad that this bug has been opened for discussion. I for one do not have a Gnome panel running... I just use AWN. So there is no panel to get a position from. Because of the way I have my monitors set up, I'd definitely like to be able to choose a position for notifications. I think that there should be an option for configuration at some level higher than source code...
