Public bug reported:

Due to missing /etc/inittab which is normal it seems that
/etc/event.d/rc-default, sets runlevel to 2, and thus no scripts in /etc/rc5.d
are executed.
editing this script fixes this issue.

Steps to reproduce:

just put a sumlink to any script to /etc/rc5.d, and it won't be executed.
Now edit /etc/event.d/rc-default (change runlevel t0 5), and it will be executed

** Affects: upstart (Ubuntu)
