I can confirm with Jaunty.

The Shut Down menu is actually on top of Firefox, but invisible.  If you
click in the right spot it'll actually shut your computer down.  For
example:

1) Maximize a firefox window, make sure it has focus
2) Open System > Shut Down
3) Note that "Shut Down" appears in the task bar, but not on the screen
4) Click somewhere in the middle of your screen, note that the "Shut Down" menu 
becomes visible, and depending on where you clicked could possible log you out, 
shut down the machine, suspend, etc.
