I'm sorry, I don't believe that this is an invalid bug.

There should be no menu entries, hidden or displayed, for programs that
will not work as my system is. If this menu entry requires an additional
package to work, that package should either be marked as a direct
dependency (Not a suggested package), or this application should not be
displayable on my menu until the dependency is installed.

Seeing as how, to my knowledge, I did not install this package myself,
this implies that the package was installed by the system as either part
of the default install or the upgrade process.

Black-box testing does not concern itself with the rational behind
design or implementation decisions. It concerns itself with whether
things work, or not. Having a program (even a program I had to enable to
display of) in the menu, that does not run, and does not display a
reason that is the fault of the user, is a "Not work" situation.
