I notice that the Xubuntu uses a few cupsys packages whereas the Ubuntu one uses all cups packages ... maybe therein is the issue? Anyway, taking a clean Ubuntu install, reinstalling xubuntu-desktop (all 122 additional packages), logging on with a xfce session allows to reproduce the problem ... only 3 pages etc
