Well, of course there's hundreds of different notifications and it's a matter of judgement in each single case. Maybe the OSD team does not want it to be fully user-contrallable because that would be a big mess. But Linux users always want choices!
I don't necessarily want everything user-controlled but the reason I filed this wish is because I recently had a message about my wireless which was unexpected and said something about "problems with the avahi settings". It seemed important but was gone way too quick.
