You might be missing a step or two. For reference my complete steps are:
1. sudo /etc/init.d/bluetooth stop
2. <unplug your bluetooth dongle and plug it back in now>
3. sudo hciconfig hci0 up
4. hciconfig -a
5. sudo hcitool scan
6. sudo hidd --search 00:07:61:9D:87:66
(Yes i'm using hidd from bluez-compat to connect, I don't know how else
to connect)
