It seems that the postinst and prerm scripts use install-info incorrectly. Here is the workaround: If you want to install the package, just ignore the error, which merely affects the Texinfo manual. If you want to remove the package, the error in the prerm script may prevent you from doing that. You can edit "/var/lib/dpkg/info/mjpegtools.prerm" and comment out the line containing "install-info". Then try to remove the package.
