its not supposed to do so, the feisty version will refuse to start ltsp- build-client at all if a half installed (and very likely garbled) client chroot exists already. we simply cant guarantee that anything works if you build a new chroot on top of half build, half configured system with possibly broken or partially installed packages underneath
