Doesn't work with http_proxy variables of the format:

http://username:[EMAIL PROTECTED]:port/

But besides that, this upload thing is totally broken.  The /usr/share
/popularity-contest/popcon-upload script expects to see a:

DEBIAN POPCON HTTP-POST OK

returned from the server upon successful upload, however my testing
shows that the server reports:

HTTP/1.1 200 OK
Date: Thu, 04 Jan 2007 18:09:28 GMT
Server: Apache/2.0.54 (Ubuntu) PHP/5.0.5-2ubuntu1.3 mod_ssl/2.0.54

Which of course wants to make it fallback to e-mail, which doesn't work since 
the e-mail address is not valid any more.  Why not remove the e-mail fallback 
if you really don't want to receive these things via e-mail -- which seems to 
be the case.
