Public bug reported:

Binary package hint: fast-user-switch-applet

The menu items "shut down", "hibernate", "suspend" and "reboot" should not be
in the menu of fast-user-switch-applet. They do not shut down or reboot the
user but the system. The only menu items that make sense her is switch and log
out.
Reboot, shutdown and suspend should go to the system menu, as they reboot,
shutdown or suspend the system, not the user. Else we are ending up with a
situation which is as illogical as the "klick start to shut down" on windows.
