In Kubuntu Jaunty today I have installed the compiz-kde package, because compiz depends on compiz-gnome (I think it should depend on compiz- gnome | compiz-kde, bug #347077 ) and compizconfig-settings-manager. Now I can confirm this bug still exists, there are no icons in CCSM.
Installing librsvg2-common fixes the problem.
