This appears to still be the case on portables, specifically for me, on a Lenovo SL500. Using the Function key to increase brightness by pressing the "brightness UP" key combo, will raise the display brightness by one notch; subsequent key presses will then decrease the brughtness a single notch, and so it goes - each additional press either raises or lowers teh display brightness. To get a comfortable brightness level, i have to reboot the laptop.
