Attached, a stripped down version of the image file which might illustrate whatever the bug is more cleanly.
In Inkscape, I see a blank canvas with one layer. In Print Preview, I see a single red circle in the middle of the page. In Image Viewer, I see a blank canvas with transparency, no circle. In the Print Preview from Image Viewer, I see a blank white page, no circle. Looks like an Inkscape bug to me.
