I'm running Ubuntu Interpid x86_64 and installed CUDA 2.1 drivers (version 180.22) from nvidia. I had to install libgl1-mesa-dev (7.2-1ubuntu2) to compile a application (I'm not upgrading) got this error and Freme's solution worked for me too.
