Yes, it is reproducible.

The steps: 
*take an installed Ubtuntu 8.04 (basic or complete)
*install and configure a second language (with special characters like "ç" or 
"ñ")
*define a hotkey to switch between the languages (and/or other keyboard 
settings)
*test the function with a text editor and a special character
*configure automatic user login
*reboot
*repeat the test (switch an character): it doesn't work
