TLS encryption and authentication is important functionality for remote logging 
over the Internet.
The risk of regressions for end users is very low because rsyslog is not being 
used in default installations.

Re-syncing from Debian might not be necessary, it was just the quickest way for 
me to get the functionality I needed.
The Ubuntu maintainer for rsyslog might choose to change the existing package 
instead, which is slightly more work.
