Work around to disable visual effects:

1. Create a gconf-defaults file under "/usr/share/gconf/defaults/"
2. Add 2 keys:
 /desktop/gnome/applications/window_manager/default "/usr/bin/metacity"
 /desktop/gnome/applications/window_manager/current to "/usr/bin/metacity"
3. run "update-gconf-defaults" for it to work

The above work around is included in welch-config package.  See
