Public bug reported:

The module ide-generic is missing on the Ubuntu 8.10 server install CD.
This is critical as it prevents the system to be installed on some older
systems where the CDROM detection fails. This problem can normally be
solved by manually loading ide-generic via the busybox shell, but it
fails on 8.10 server because the module is missing.
