a strange thing I did was that I got bored with gnome and completely
removed it using this help file:

http://www.psychocats.net/ubuntu/purekde

I installed kde-core and wasn't happy with that due to its limited
features, so I installed kubuntu-desktop on top of the kde-core
installation...and guess what happend?

.....the hotkeys started to work for volume and I am quite pleased with
that. so I can control the volume with the fn+f8/f9 keys now

and I love kubuntu-desktop, so neat and beautiful, I have also felt it
to be faster than gnome (see image attached)
