Actually, I take back my last comment.

I can reproduce this.

I have installed Vista in a VM, and just running kvm from the command
line, there's no network access.

It correctly sets the IP to 10.0.2.15, the gateway to 10.0.2.2, and the
dns to 10.0.2.3.  But Vista's diagnostics points at 10.0.2.3 as being
the problem.
