I cannot reproduce this bug. At all stages of the update process (downloading the packages and installing them) the update screen perfectly fits the screen.
Looking at your screenshot I wonder if you are using the custom Dell- mini version of Ubuntu (that comes preinstalled) or you installed a generic version of Ubuntu... If the latter is true I would not be surprised the panel doesn't fit.
