Which version of Ubuntu are you using. The latest version of FUSA in Jaunty should hide shutdown and reboot if Policykit says you can't perform these actions from the current console (which I believe is the case from a XDMCP session). The suspend and hibernate options a re a bit trickier, as they go through g-p-m which (AFAIK) has no policykit support.
