I have been searching for two days for why I am having this same
problem.  I have two systems, both running intrepid from the same
install disc.  The system with the problem is a Vostro 1000 laptop
running Intrepid with 2.6.27-11.  The other system is an Acer Aspire5641
desktop running the same kernel.  The usb drives were both formatted
with gparted on the laptop and owned by my local user account.  The Acer
desktop has no problems whatsoever, getting around 35MBps transfers on
any usb drive.  Those same drives start at about 4MBps on the laptop
then drop to 600kBps.  I noticed this problem because my 120gb external
maxtor is what I use for movies, and my movies started skipping and then
the system would become highly unstable.  My laptop is almost never
online as my desktop has most of the storage, so I just transfer what I
want with my usb hdd.  However, I do plug it in weekly and grab all
updates through the update manager.  The laptop played 720p movies fine,
and now cannot even playback a 320x240 video without locking up.  When
this happens my internal hdd goes crazy, and the system slows so badly
that my cursor barely moves.  It is very obvious thanks to google that
this is not a hardware specific issue, many people are having issues
with all sorts of hardware devices, including usb controllers and
different drives.
