I think we can close this bug as it appears to be due to a hardware fault in the monitor that is preventing the EDID information arriving at the VGA port.
Only this monitor has this problem on this computer. I have tested Jaunty Alpha-4 and the problem persists if the M993c is the only monitor present. It appears that if an EDID monitor is not found, the driver assumes an old pre-EDID CRT is attached and limits the resolution to 800x600. If I plug a different monitor into the 1st (alone) or 2nd (with the CRT on the 1st) DE-15F on the video card, its EDID is read and is used to set the maximum resolution (1680x1050 in this case).
