I have sucessfully reproduced the issue by typing "sudo -s init 1" or "sudo -s telinit 1" at the console (vt1) while being in runlevel 5. I observed my screen flickering and the system switching to vt7 where I could watch the system going to runlevel 1. However, the focus seemed to stay at vt7 and I could do nothing (i.e. pressing Ctrl+Alt+F1 did not take me to vt1).
I also found a workaround.
