You'll probably have to petition SIL for that (the body that manages the ISO
list of languages). You'll find that Quechua (que) is a Macrolanguage
including a whole suite of other languages on:
http://www.sil.org/iso639-3/documentation.asp?id=que
Do any of those correspond to your Ecuadoran (or is it Ecuadorese) dialect.
qu_EC may work otherwise.
and also qui is already taken by Quileute (see
http://www.sil.org/iso639-3/documentation.asp?id=qui).

there's details about getting languages recognised on the SIL website (on
the left of any of the pages).
