The name "warn_reboot" is a better name for an option that controls 
whether you are recommended to reboot on kernel updates, than for one 
that is conditional on what sort of upgrade just happened.

Since the code related to warn_reboot has been non-functional since at 
least Gutsy, it seems hard for changing its meaning in this way to bite 
anyone.

The application I had in mind for this option is users who are using 
Ksplice to install rebootless versions of the Ubuntu kernel updates.  
Ksplice users might want to install a new kernel package, so that they get 
a new kernel the next time they boot.  However, they might not want to be 
bugged about rebooting their machine given that they have already applied 
the appropriate updates to their running kernel using Ksplice.  So, I 
think it makes sense to have an option that they can use to disable reboot 
notifications for kernel upgrades.
