Bryce, I'm not sure if this is an OOo bug of some sort or an Xorg issue... As the user stated that Xorg appeared to be eating most of the CPU that could potentially be why OOo is scrolling slowly.
I'm sending to you to see if you have any better ideas about what could be causing this issue. I haven't seen reports about this before.
