Well, I can also say that I had experienced similar problems with Ubuntu 8.10 . I've solved them by selecting Autodetect in System -> Preferences -> Sound from the drop-down menus, and changing skype sound options. I'd suggest to set Autodetect in System -> Preferences -> Sound , and trying to record your voice using sound-recorder.
