I can confirm that the patch from libcanberra clears the distortion. Clean install of Jaunty 64 (A4), testing ext4, and immediate crackling/distortion when enabling the event sound. Installed the patch log out/ / in, the distortion is gone. This should be be commit should be cherry oicked if there isn't a .1 release in the imminent future for libcanberra. This bug will cause significant reports as many people now enjoy their event sounds.
