Gnome 2.24.1 compiz 1:0.7.8-0ubuntu4.1 I used gconf-editor to confirm that all my raise_on_click values were false. Clicking (or click-and-dragging) on the window frame (where I would resize) brings that window to the front as expected (i.e. no bug). I tried it on a window that was behind the another one. Initial focus on the top or back window did not make a differerence, for what it's worth.
