I confirm the bug on Ubuntu 8.10.

Way to reproduce the bug :
1. Go to System->Preferences->Keyboard and in the tab "Layouts" add a new 
layout ( for example Poland.Polish ) so that you have at least two keyboard 
layouts on the list, for example English and Polish. Note which one of them is 
the highest on the list.

2. Click "Other Options..."->"Adding the Euro sign to certain keys" and
select "Add the Euro sign to the 2 key". Click close.

3. To be able to easily swap between keyboard layouts click on the upper
gnome panel and select "Add to Panel..." and add the "Keyboard
indicator" item. Now you can select which keyboard layout to use by
clicking on the indicator.

4. Open any text editor and having selected the first keyboard layout
try to enter the Euro sign by pressing "RightAlt+2". Now change the
keyboard layout to the second one and try to do the same. You should be
able to enter the Euro sign only with the keyboard layout which was the
first one on the list in System->Preferences->Keyboard->Layouts. You can
also change the order of layouts in that menu which will cause the Euro
sign to be accessible in the other layout. But its always one layout at
a time.

I think that the option of adding the Euro sign should work in the same
time for all installed keyboard layouts OR that you could separately set
it for every layout. Instead, the present situation is that it looks to
be general but works only for the first layout.

Ive been testing the bug with USA, Poland, Japan and Germany keyboard layouts. 
Im attaching my /var/log/Xorg.0.log file.
