Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately, I am not able to reproduce this on Ubuntu 8.10- GNOME desktop, Synaptic, or from the login terminal (tty1).
I have tried setting my password of 12 characters and have typed the first 8 characters correctly. Doesn't allow me to login as you said it should.
