I believe you would be seeing
https://bugs.edge.launchpad.net/ubuntu/+source/pkgsel/+bug/315363 which
has since been fixed for jaunty cds, but not earlier releases.
Ubuntu Restricted Extras has traditionally not listed packages as
dependancies, so that people can remove whichever packages they wish,
and still keep the metapackage.
